Punjab Police Rules, 1934, Rule 12.21 – Probation – Rule 12.21 is specifically meant to deal with the work or conduct of the Constables who are on probation – Appellant’s contention that he has been discharged from service on account of specific misconduct but no inquiry was held, is wholly misconceived and misdirected – Opinion has been formed not with reference to a singular act of appellant’s running away with a married woman (he himself is a married person) but also on account of his wilful absence from duty – Discharge order is not stigmatic – No interference with the order under appeal is called for.
